Abstract:
In response to the problems of dispersed data resources and the lack of a standardized management system for ecological environment monitoring,this study draws on advanced management models and methods from both domestic and international sources.Guided by the principles of data assetization,application valueization,data management platformization,and data governance systematization,a framework for the collection and governance of ecological environment monitoring data is explored.This framework strateggies such as IT top-level design,data standard system support,and business process reengineering.First,based on the status quo and management needs of China's ecological environment data resources,the information system architecture for data collection and governance is discussed.Second,an data standard system supporting the collection and governance of ecological environment monitoring data is proposed,aligned with the national data standard system.Finally,building on the PDCA (Plan-Do-Check-Action) cycle for continuous improvement,a specific business process encompassing "formulation,connection,processing,management,and evaluation" is designed.The proposed framework targets the realization of unified standards,reliable quality,compliance with safety specifications,and integrated sharing of ecological environmental monitoring data.It provides a systematic theoretical approach and practical implementation path for the digital and intelligent transformation of ecological environmental monitoring data management.
