| 针对地表水环境质量监测防范人为干扰的监管需求,研发了一套集地表水监测点智能监管"一张图"、监测点周边异常行为和监测数据异动告警、水环境大数据分析于一体的三维可视化应用平台。该平台的主要创新是耦合了9种定制化场景、分类电子围栏、视频智能分析、地图联动等算法,对可能干扰监测断面水质及自动监测站正常运行的异常情况进行智能捕捉告警。在此基础上,以安徽省地表水国考断面为例,利用该平台对监测点实施"全天候、全方位、立体化"监控,建立了实现告警事件全流程闭环管理的智慧监管系统,并在实际应用中取得了显著成效。研究结果可为推动地表水环境质量监管从人防向智防转变提供技术支撑,为各地区加强地表水环境质量监管提供技术参考。 |

| In response to the regulatory demands for preventing human interference in surface water environmental quality monitoring,a set of 3D visualization application platform was developed which integrated intelligent supervision for surface water monitoring points,alerts for abnormal behaviors around monitoring points and irregularities in monitoring data,and big data analysis for water environment.The main innovation of this platform lies in the coupling of nine customized scenarios algorithm,classified electronic fences algorithm,AI-powered video analysis algorithm and map linkage algorithm,and other techniques to intelligently capture and alert abnormal situations that may interfere with the water quality of monitoring sections or the normal operation of automatic monitoring stations.Based on this,taking the national monitoring sections of surface water in Anhui Province as an example,the platform has been applied to implement "around-the-clock,all-round,and three-dimensional" monitoring of surface water monitoring stations.A smart supervision system has been established to achieve closed-loop management of the entire process of alarm events,demonstrating significant results in practical applications.The research findings can provide technical support for advancing the transition from human defenses to intelligent defenses in the surface water environmental quality supervision,and provide the technical references for strengthening supervision and management of surface water environmental quality in other regions. |
