Development,Application and Proposal for the Revision of Pollutant Generation and Discharge Coefficients for Industrial Pollution Sources in China

Abstract
The coefficient of pollutant generation and discharge of industrial pollution sources is an important technical achievement formed with China's national census of pollution sources,which is a key tool to support the accounting of pollutant production and discharge,and plays an important role in environmental management work such as environmental statistics,issuing permits for pollutant discharges,environmental taxation and compiling emission inventories.However,the 2017 edition of pollutant generation and discharge coefficients have gradually exposed multiple issues due to the lack of a dynamic updating mechanism,such as the omission of new processes and emerging pollutants,as well as the inapplicability of coefficients resulting from advancements in production techniques and pollution control technologies.It is recommended that the revision of production and emission coefficients system is initiated promptly,establishing a mechanism for continuous dynamic updates.Key priorities include improving the removal efficiency of treatment technologies,developing VOCs coefficient algorithms and refining fugitive emission coefficients.A classification and tiered quality control system for production and emission coefficients should be developed,leveraging existing environmental management data foundations.Enhance the use of information technology to achieve full traceability throughout the revision process and ensure timely release of outcomes,thereby providing robust technical backing to ensure the coefficients effectively serve various environmental management systems in the long term.
