Framework construction of standard system for China's emerging contaminants monitoring method supporting list-based governance model

Abstract
The governance of emerging contaminants is one of the key tasks as China,s ecological civilization construction enters a new stage. As the core model for the governance of emerging contaminants in China,list-based management relies technically on a scientific and comprehensive monitoring method standard system to provide fundamental support for plan formulation, control implementation, effectiveness evaluation, and dynamic updating. However, the existing monitoring method standard system for emerging contaminants is mainly established for the list of key controlled emerging contaminants, which cannot meet the whole-process monitoring requirements of emerging contaminants governance. This paper systematically reviews the list-based governance model and relevant core processes for emerging contaminants in China, clarifies the monitoring requirements and technical pathways oriented to list-based management model, systematically summarizes the developmental status and deficiencies of China,s monitoring method standards for emerging contaminants. The principles for constructing the monitoring method standard system are further explored. On this basis,a hierarchical and classified framework is proposed, taking “hierarchical management, classified guidance, and coordinated development” as the basic principles. The framework comprises four levels: national/industrial standards, national technical specifications, local standards, and association standards, and it incorporates three dimensions:contaminant categories, environmental medium, and monitoring technologies. This study aims to provide technical support for the improvement of the emerging contaminant monitoring method standard system, and to advance the modernization of China,s governance system and capacity for emerging contaminant.
